Provence/Languedoc rivality Empty Provence/Languedoc rivality

Hello Guys

By adding Gunner's work into the mod, I found this:

Residence of Cannes in Provence launched an official complaint to the Government of Gallia sighting their disappointment that Languedoc is the official System Of Culture and not Provence. This disagreement is expected to be voiced on many council and government sittings for some time to come.

This:
The CEO of the Cannes Residence has assured his customers that his complaint regarding the selection of Languedoc as the System of Culture has been received by the Government of Gallia. After stating that Cannes could inject huge funds into such a cultural project, he expects a rapid response from the Senate.

And this:
Members of the Cannes Residence has requested new local elections following the defeat of the Provence bid to become the System of Culture. This was denied by the Gallia Senate stating that this topic has gone on long enough and that the subject is closed, permanently.

Should we see here a rivality between Languedoc and Provence? Here is what came to my mind (RP/SP Mode options?):

Cannes belonging to GAE (founded by Papillon - ex BGS), and Languedoc beeing widely occupied by TWS (founded by Dede - ex BGS too), would the old companions become rivals?... This could be the beginning of an additionel quest for the future Single Player Mode (campaign), means: the goal could be to bring back Papillon into Gallia to restablish good relations between GAE and TWS. And maybe we could add in this piece of scenario that the problems between Languedoc and  Provence are be led by criminal projects (Salamanders/Junkers/Outcasts?) because Cannes infocard says:

Cannes is place of stay for the fortunate persons of Gallia. Some just come there to rest, but others are for quite a different kind of pleasures there. Indeed, the closeness of a Junkers' base allows to supply any sorts of drugs to this fortunate clientele. The Police, perfectly informed,  lets do as long as it does not exceed certain limits, but rumors claim that Pleasures Slaves would be brought on Cannes to satisfy the libidinous needs for certain men or women, very free on the living conditions of these poor guys.

Your views gentlemen?

Well I seem to raised a bit of hornets nest.
The purpose behind my news items was as follows. Cannes was basically for the fat cats of Gallia and they developed the idea that "Money buys you any status you wish, including culture". This of course is rubbish and culture belongs to those where the culture is developed and natured into its many forms and not just brought.
However in an effort to create a better opinion to the rest of Gallia the rich of Cannes thought that they would buy the title "System of Culture" (They retained the belief that some could still be corrupted - No longer true in Gallia)
So the bone of contention continues as the Culture Senate awarded the title to the System that deserved it and not the System that tried to buy it.

If this creates a long term situation that could be exploited in the story then fine but that was not my intention. I had thought that the Admiral and Dede will go in search of Papillion and find the Krell. Maybe the corruption in Cannes develops because Papillion is not there. Myrdhin may have something for the future of the storyline.

...I had thought that the Admiral and Dede will go in search of Papillion...

Mmmmm, yes, we talked about an eventual role of Admiral le Guen, but don't you think he's a little bit old, Dede was young thirty years ago, but the Admiral was already a mature man (well, that's I imagined), and today, how old could it be...70/80? In this case, I doubt le Guen could still be in activity.
We talked about a story in my mind with the return of Papillon with a strange artifact (quark-gluon energy source?) in his cargo and a meet with Admiral le Guen, yes, but this scenario could not happen today. I imagined this story could take place at the end of the Gallic Civil War, so 30 years ago...
